This pact has sent shockwaves across the region, with many questioning its implications for India and the US.

A Growing Alliance with a Complex Web

Former UK Minister Stewart pointed out that the agreement is not a new development, but rather a culmination of long-standing military cooperation between Saudi Arabia and Pakistan. Pakistani pilots have trained in Saudi Arabia, and Pakistani military missions have operated on the ground in the kingdom. However, the new arrangement is different due to the growing economic and military strength of Saudi Arabia and Turkey.

Turkey’s membership in NATO adds a new dimension to the alliance, with concerns raised about its implications for the region. Stewart noted that Turkey and Pakistan have been more accommodating towards Iran than Saudi Arabia, which could create tensions within the alliance.

A War Between India and Pakistan: What Next?

The biggest question surrounding the pact is how it would play out in a conflict between India and Pakistan. Stewart believes that Saudi Arabia is unlikely to want to be drawn into a war with India, citing its economic and strategic interests in the region. “Saudi’s unlikely to want to be drawn into a war with India,” he said.

Campbell, a British strategist, also questioned whether Turkey and Pakistan would be willing to protect Saudi Arabia against Iran, given their softer stance on Tehran. Pakistan’s foreign policy is heavily influenced by its relationship with India, and Campbell suggested that Islamabad may not want to be seen as a nuclear protector of Saudi Arabia or Turkey.

The US and the Alliance: A Cause for Concern

Stewart warned that the new arrangement has “no US imprint at all,” which means losing US command and control in the region. This has significant implications for the US, which has traditionally played a major coordinating role in the region. The former secretary argued that this should concern Washington, as it sets up a regional alliance with no clear strategy or coordination.

Campbell cited Saudi commentator Ali Shihabi, who said that the military alliance reflects a recognition that American deterrence has been significantly weakened and that the Iranian threat will increasingly need to be managed by regional powers.

Can the Three Countries Act Like NATO?

Stewart pointed out that the alliance still lacks the military integration that makes NATO a powerful fighting force. NATO has systems and headquarters designed to coordinate troops, weapons, ammunition, and military priorities under a common command structure. The Supreme Headquarters Allied Powers Europe (SHAPE) is one example of this integration.

“So far, we’re not seeing any of that really out of the Saudi, Pakistan, Turkey thing,” Stewart noted. He also referred to differences among the three countries, which could create challenges in coordinating their military efforts.

India’s Response: Playing it Down

Campbell said that India’s government had responded cautiously to the new pact, playing it down to signal that New Delhi did not see the agreement as Saudi Arabia abandoning India. “The Indian government, as opposed to the Indian media, was playing it down a bit,” he said.

This restrained response appears aimed at avoiding inflaming the situation and giving Pakistan what it probably wanted.

Saudi Arabia, Pakistan and Turkey signed a joint defence agreement in Mecca on August 7.
