Odisha’s BJD Unfurls Multi-Front Campaign Against BJP’s Mining Tax Bill
In a significant move, the Biju Janata Dal (BJD) has decided to launch a multi-front campaign against the ruling Bharatiya Janata Party (BJP) in Odisha. The decision comes in response to the recent passage of the Mines and Minerals (Development and Regulation) Amendment Bill, which has drawn sharp criticism from the opposition party. The bill, awaiting presidential assent, restricts the authority of state governments to levy taxes or cesses on mineral rights and mineral-bearing lands.
Fiscal Autonomy Under Threat
The BJD has argued that the legislation directly undermines Odisha’s fiscal autonomy and federal rights. According to party estimates, enacting the law would result in a revenue loss of at least ₹12,000 crore to the state exchequer. BJP’s Response
The Union government has countered the BJD’s criticism, arguing that the amendments do not infringe upon state revenue rights or autonomy. According to the BJP, the bill is intended to streamline operations and ensure uniform mineral rates across the country. However, the BJD remains unconvinced, insisting that the bill is a clear attempt to undermine the state’s fiscal powers.
Grassroots Mobilisation
Beyond the mining bill, the BJD has announced plans for widespread grassroots mobilisation targeting several governance issues across the state. The party has voiced strong concern over administrative registration bottlenecks impacting sharecroppers ahead of the upcoming Kharif paddy procurement season. BJD leaders have demanded immediate intervention to safeguard farmers’ interests.
Education and Electoral Reforms
On the education front, the BJD has criticised administrative delays, specifically highlighting widespread student dissatisfaction caused by severe holdups in the distribution of revised textbooks. The party has also instructed cadres to monitor the Special Intensive Revision of electoral rolls to prevent voter disenfranchisement. Additionally, BJD cadres have been tasked with preparing for upcoming local body elections by forming block- and panchayat-level committees.
